Dr. Randy Otto of the Department of Mental Health Law and Policy testified as a rebuttal witness for the prosecution in the trial of Julie Schenecker, the 53 year-old Tampa woman accused of murdering her two teenagers in January 2011. Otto’s testimony, that an individual could suffer from a mental illness resulting in psychosis and still retain their sanity, makes him a key element of Scheneker’s insanity defense.
